Ms. Cox is the chief executive officer and founder of the Texas e-Health Alliance (TeHA) and a board member of the Zorya Foundation. A leading advocate for health information technology and telehealth policy, she has played a key role in shaping the future of digital health in Texas.
Cox spent five years in the Texas Capitol, advising Governor Rick Perry on health care policy, Medicaid reform, and the establishment of the state's health information exchange. She was instrumental in reorganizing Texas' health and human services system, creating a more efficient and integrated framework for care delivery.
Her impact on telehealth policy is transformative. In 2017, she helped advance major reforms to Texas telemedicine regulations, leading to the passage of Senate Bill 1107, which removed significant barriers to the widespread use of telemedicine in the state. She continued to drive progress with SB 670 and HB 1063 in 2019, which expanded Medicaid reimbursement for telehealth, telemedicine, and remote patient monitoring. In 2021, she spearheaded the passage of HB 4, making permanent many of the telemedicine and telehealth services implemented during the COVID-19 pandemic landmark achievement in Texas' regulatory framework. During the 2023 session, she reformed the Medicaid remote patient monitoring benefit, allowing the program to serve more Texans in need.
Cox and Dr. Carly McCord first connected when Cox guest lectured for a class at the Texas A&M School of Public Health many years ago. McCord, eager to understand how research could be translated into meaningful policy change, sought Cox's expertise in navigating the intersection of academic research and health policy. Recognizing a shared commitment to advancing telehealth access and innovation, they developed a longstanding professional collaboration, including their work together on the Texas e Health Alliance Provider Council. Their partnership continues to focus on driving impactful telehealth policies and initiatives that expand access to care across Texas.
Nationally, Cox holds prominent leadership roles, including chairing the Sequoia Project's Emergency Preparedness Workgroup and serving on the Advisory Committee for the Center for Telehealth and e-Health Law. She is a highly sought-after speaker and consultant on health care policy and health information technology, advising state and national leaders on effective digital health strategies.
