Colonel James Wallace
Colonel James Wallace, US Army
Colonel Wallace was born and raised in Leon County, Texas. He attended Prairie View A&M University, graduating in 1955 with a degree in Industrial Education. Upon graduation, he was commissioned as a Second Lieutenant in the Infantry.
Throughout his distinguished 30-year military career, Wallace served around the world, completing two tours in Germany, two tours in Vietnam, one tour in Korea, and multiple assignments across the United States. He retired in 1985 as a full colonel.
His service was recognized with numerous decorations, including two Bronze Stars and the Legion of Merit, among other honors.
Due to his academic excellence at Prairie View University and his outstanding military record, he was selected for a prestigious graduate school opportunity. He earned an MBA from Michigan State University in 1961, specializing in management to support leadership roles within the military.
Wallace played a pivotal role in establishing the very first telehealth pilot site in Leon County, Texas. He rallied his hometown toward this goal, demonstrating his deep commitment to advancing health care access. He is a modest individual who has never sought personal credit. He considers himself blessed to be part of such a meaningful program and to have worked with dedicated people to achieve this milestone.
Reflecting on his leadership philosophy, Col. Wallace stated, "If you have good people and you give them support, you will bring out the best in them. The people I had working with and under me were able to help get this done."
Wallace provided both strategic guidance and hands-on leadership, ensuring that critical tasks were completed while laying the foundation for expanded telehealth access across Texas communities. "A leader brings out the best in people," he explained. "With guidance from the faculty at Texas A&M steering us in the right direction, it was my job to take what A&M offered and bring that to Leon County to get it done."
